The Program Supervisor is responsible for all functions related to Olivera STEP, a Partial Hospitalization Program (PHP). The Program Supervisor oversees site development, day-to-day operations, and collaboratively with the Program Director, the hiring, training, and supervision of all staff.  


STEP stands for Skills, Transitions, Exploration and Progress. This program is a partnership between Kaiser Permanente and Seneca, providing Partial Hospitalization services to youth ages 12-17. The goal of the STEP program is to provide intensive, short-term and stabilization services to enable our clients to step down to lower levels of outpatient mental health treatment. The main treatment modality is group therapy. Groups include a skills group, recreational group, circle, and future focus, which is aimed towards staying current educationally with homework packets and web-based learning sites.


  • Responsible for the overall quality of the Partial Hospitalization Program
  • Perform personnel functions including overseeing the program development, interviewing, hiring, training, and evaluation of all staff
  • Supervise all STEP Staff at their assigned location
  • Foster partnerships with Kaiser programs and all referral sources
  • Participate in regular meetings with Kaiser
  • Maintain positive relationships with all Kaiser programs, specifically Kaiser Intensive Outpatient Program
  • Prepare and submit all necessary program reports
  • Meet at least weekly with the Program Director
  • Approve documentation including incident reports, mental health notes and other clinical documents
  • Participate in 24-hour on-call coverage rotation
  • Oversee training needs for staff
  • Supervise the daily functioning of the program.
  • In collaboration with the Program Director, insure that all certification requirements are met and quality reviews passed, including safety and compliance regulations, inspections, and audits
  • Serve as a role model for staff in regards to professional behavior and implementation of policies and procedures
  • Complete additional assignments as specified by the CEO, Division Director, and Program Director


  • MA/MS in Psychology, Social Work or a related field required
  • Must be licensed with the California BBS
  • 3 years experience in Crisis program or related field
  • Management experience
  • Demonstrated ability to design and implement programs
  • Ability to work as a member of a multi-disciplinary team
  • A commitment to cultural competency and unconditional care



  • Monday - Friday, 9am - 5:30pm
