  • Overview

    The Program Evaluation Analyst will work with the Research, Evaluation, and Business Intelligence (REBI) team, a branch of the Data, Evaluation, and Strategic Initiatives (DESI) department, responsible for supporting the data- and evaluation-related functions of the agency. The Program Evaluation Analyst is involved in many different aspects of performance improvement and program evaluation, including creating interactive reports, dashboards, and data visualizations, supporting data management, and engaging with agency leaders and staff to promote and facilitate the effective use of data.

    • Design and develop interactive data reports and dashboards in MS Excel and Power BI
    • Support data management for research, evaluation, and BI projects, including extracting, linking, merging, and cleaning complex datasets
    • Create compelling summaries and visualizations of data for internal and external stakeholders
    • Provide consultation to Seneca staff to engage with data in a variety of ways, including collecting, organizing, analyzing, visualizing, reporting, and using data to make decisions.
    • Support collaborations with internal and external partners on various evaluation, performance improvement, and research projects, including planning, design, execution, and report writing
    • Assist with research tasks, including searching scientific literature, writing literature reviews, conducting interviews and/or focus groups, and creating surveys.


    • BA/BS required. Master’s degree in statistics, data science, information science, public health, business administration, computer science, or related field preferred.
    • Significant experience with Excel (pivot tables, PowerPivot, Power Query), Power BI, DAX, and/or Tableau required. Experience extracting and manipulating data from SQL databases or data warehouses preferred.
    • Experience in performance improvement/continuous quality improvement, program evaluation, business analytics, and/or research required. Experience with survey design preferred.
    • Experience with data visualization, analytics, and statistics in a business or social science environment required.
    • Experience with data manipulation/analysis using R, Python, MS Machine Learning Studio, KNIME, and/or other statistical packages or machine-learning platforms desired.
    • Experience working with data in health care/social services, child welfare, mental health, juvenile justice, education, and/or non-profit settings desired.
    • Must be at least 21 years of age
    • Valid California driver's license and insurance; insurable by Seneca's automobile policy
    • Clearance of TB test, fingerprints, and any other mandatory State/Federal licensing or certification requirements
