  • Overview

    The Policy Analyst in the Development, Evaluation, and Strategic Initiatives department is responsible for advancing Seneca’s policy and advocacy agenda, in addition to managing the coordination and completion of special projects designed to support Seneca's mission. The Policy Analyst collaborates closely with agency leadership to develop and execute the organization's annual advocacy, legislative priorities and policy agenda, including, but not limited to: research, writing, public speaking, events coordination, relationship-building and ensuring prompt and thorough completion of all policy-related tasks and coordinated efforts.

    • Build and maintain effective relationships with other advocacy organizations and policy-makers, elected officials, public agencies, officials and state legislators, and other stakeholders.
    • Support Seneca leadership in policy and advocacy related activities, enable Seneca staff and other stakeholders to have a voice in the legislative process, and ensure Seneca’s visibility in advocacy efforts at the local, state and federal level.
    • Monitor and/or help develop public policy relating to the children’s system of care in California and nationally.
    • Engage in advocacy activities to mobilize support and/or opposition to pending public policies at the county, state or federal level.
    • Conduct ongoing research and analysis of policies, data, law, ballot measures, and budgetary/policy reform proposals at the state and local level.
    • Represent Seneca in policy forums to advance Seneca’s advocacy agenda (e.g. Child Welfare Council, California Alliance for Child and Family Services, etc.).
    • Assist in the design and implementation of strategies to communicate the vision and achievements of the agency.


    • Bachelor’s degree in social work or related field required; Master’s degree preferred.
    • Excellent writing and communication skills.
    • Experience and knowledge of children’s service programs and policies.
    • Experience in policy and advocacy activities in child welfare, mental health, education or other related fields.
    • Valid California driver's license and must insurable under Seneca’s insurance policy.
    • Clearance of TB test, fingerprints and any other mandatory State/Federal licensing or certification requirements


    • Monday through Friday, full time.
